Since her appointment as Senior Associate Attorney at CLG in May 2024, Rachel Mushabati has played a pivotal role in advancing the firm’s presence and capabilities across the Namibian energy sector. A year into her tenure, her contribution reflects both her deep oil and gas expertise and CLG’s commitment to delivering results-driven, pan-African legal services.
With a growing portfolio of clients across the energy value chain, Mushabati has brought sharp legal insight to complex regulatory matters, contract negotiation, and strategic legal advisory mandates in both Namibia and the wider region. Her appointment has reinforced CLG’s leadership in providing trusted counsel on Africa’s most transformative infrastructure and energy deals.
Legal Experience Rooted in Namibia’s Energy Evolution
Before joining CLG, Mushabati served as Downstream Legal Advisor at Namibia’s national oil company, NAMCOR, where she advised on matters relating to regulatory compliance, contracts, and downstream operations. Prior to that, she held the role of Legal Assistant at NAMCOR, building a solid foundation in Namibia’s legal and energy ecosystem.
She holds a Bachelor of Laws from the University of Namibia, along with certificates in Commercial and Contract Law (University of Cape Town), Oil and Gas Industry Operations (Duke University), and Negotiation and Conflict Resolution (ESSEC Business School). She was admitted as a legal practitioner to the High Court of Namibia in April 2024.
Supporting Client Success Across Jurisdictions
Since joining the firm, Mushabati has been instrumental in advancing CLG’s support of client success across energy, infrastructure, and corporate law mandates. She continues to contribute to key deals and engagements involving joint ventures, licensing, regulatory compliance, and local participation in Namibia’s energy sector.
Her work reflects CLG’s broader role in delivering strategic legal advisory services across Africa, especially as nations accelerate their energy transition agendas and pursue sustainable development goals.
CLG’s Commitment to the Region
Operating from Windhoek, Mushabati continues to engage in regional dialogues on energy law and policy, contributing to forums and summits across the continent. Her insights help shape CLG’s regional strategy, particularly in Southern Africa, where cross-border projects and public-private partnerships demand nuanced legal support.
CLG’s Energy Transition Centre remains a core platform supporting clients navigating the continent’s shift to renewables and natural gas, delivering legal clarity in an environment marked by regulatory complexity. Mushabati’s appointment has strengthened this offering, enhancing CLG’s ability to support investment opportunities and regulatory alignment across Africa’s legal landscape.
